Summary As a Supervisory Social and Behavioral Scientist Administrator (SRO)/Health Scientist Administrator (SRO) within the Center for Scientific Review (CSR) you will (1) oversee and coordinate all activities of the review committees of the Branch; (2) refer acceptable applications to the appropriate review committees for action; (3) review research grant applications; (4) supervise, train, motivate, and mentor Branch professional staff; and (5) lead recruitment efforts for Branch personnel. Responsibilities Supervise Scientist Administrators (Scientific Review Officers), other scientists, and support staff. Manage the referral of applications within the Branch; ensuring assignment to individual committees of the Branch best qualified to evaluate the scientific value and adequacy of the proposed research. Develop recommendations on the formulation and articulation of the NIH business policy; and, integrate and coordinate the efforts of others providing technical leadership on the review of research grants. Provide information to the consultants on each committee assembled as a basis for reviewing and evaluating grant applications, contract proposals; collect and provide essential information for committee members. Serve as an expert Scientific Review Officer and provide technical leadership and guidance in a major subject-matter area while coordinating the review activities of the IC Grants Review Committee and Special Emphasis Panels. Prepare summary statements of review committee findings and recommendations and attends council meetings and respond to questions of a scientific nature. Requirements Conditions of Employment Qualifications BASIC EDUCATION REQUIREMENTS: You must meet at least one of the following basic Office of Personnel Management prescribed occupational series requirements (GS-0101 or GS-0601) described in the following section. You do not need to meet the requirements for both of the occupational series. All education, unless completed outside of the U.S., must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the education was completed. For the GS-0101 SERIES: In order to qualify for a Social and Behavioral Scientist Administrator (Scientific Review Officer) in the GS-0101 series, you must meet one of the following (A, B or C): A. have a bachelor's or graduate/higher level degree in the behavioral or social sciences, or related disciplines appropriate to this position; OR B. have a combination of education and experience that provided you with the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.; OR C. have four years of appropriate experience demonstrating that you have acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. For the GS-0601 SERIES: In order to qualify for a Health Scientist Administrator (Scientific Review Officer) in the GS-0601 General Medical and Healthcare Series, you must have successfully completed a full 4 year course of study in an accredited college or university leading to a Bachelor's degree or graduate/higher level degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. REQUIREMENTS FOR APPLICANTS AT THE GS-15 LEVEL: For both the GS-0101 and the GS-0601 series, in addition to the education requirements, to qualify at the GS-15 level, you must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service obtained in either the private or public sector as described below. Published as a primary or corresponding (i.e., communicates with editors) author in research papers, books, patents, manuscripts, or reports summarizing analyses and findings that influenced strategic priorities, policies, or research direction; Served as a keynote speaker or panel chair at major scientific events (e.g., international conferences, annual conventions, interdisciplinary symposia) to influence strategic priorities, policies, or research directions; Managed a research program/portfolio, overseeing personnel, policy compliance, and alignment with established scientific direction; Mentored senior-level scientists, providing strategic direction, feedback, and development to achieve research goals; Evaluated emerging scientific fields, trends, and research quality to identify deficiencies and establish new programs that advanced research direction.
