The purpose of this position is to plan, administer and supervise parks and cemetery grounds; facilities maintenance; construction projects and personnel.

Essential Duties and Responsibilities

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

  • Prepares and recommends annual maintenance and cemetery operations budgets.
  • Assists in developing short and long-term capital improvement plans including: project planning and timeframes, resource allocation, design and cost estimates.
  • Administers budgets of operations and capital outlay for parks maintenance and cemetery as appropriate.
  • Organizes, schedules, supervises and evaluates employees. Assigns priorities and allocates personnel.
  • Assists with research, preparing and reviewing bid documents for equipment, supplies, materials, services and repair/construction projects.
  • Manages, supervises, coordinates and evaluates contracts, equipment, supplies, materials and services for performance, cost effectiveness and suitability.
  • Coordinates the planning, design and implementation of a variety of maintenance, construction and cemetery programs and facilities.
  • Coordinates and evaluates effective and efficient use of personnel, equipment, supplies and facilities within the park's maintenance and cemetery divisions.
  • Analyzes best management practices and evaluates operations and facilities for maintenance, construction and cemetery needs and improvement.
  • Develops reports and recommends policies and procedures for maintenance, construction and cemetery.
  • Plans, recommends and/or implements employee in-service training programs.
  • Ensures compliance with regulatory mandates and standards for health, safety, building/fire codes, customers, contractors and employees.
  • Assists in preparing grant applications and administers grant funds and reporting.
  • Performs Director and Assistant Director duties in their absence or as directed.
  • Participates in on-going training and development. Attends and participates in relevant seminars, workshops and conventions.

Minimum Training and Experience Required

  • Bachelor's degree in Construction Management, Parks Maintenance, Park and Recreation Administration or related field.
  • Six to Eight years public works, parks or private sector maintenance/construction supervisory experience; or any combination of education and experience that provides equivalent knowledge, skills, and abilities.
  • Valid Missouri motor vehicle operator's license required.
  • Proficient with Microsoft Office Suite Software, VSI Software applications preferred
  • Ability to utilize a variety of advisory and design data and information such as blueprints, site plans, architects' drawings, schematics, construction reports, bid specifications, building codes and standards, hazardous chemical sheets and engineering manuals.
  • Certified Playground Safety Inspector, preferred.
  • ISA Certified Arborist, preferred.
  • Familiarity with drafting, GIS, or CAD preferred.
